The Controlling Draft for Deep Draft Vessels is 47 Feet.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

<span-height:150%;font-family:"Arial",sans-serif;color:#202020">The Corps currently has three dredges working in the crossings above New Orleans. <span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

<span-height:150%;font-family:"Arial",sans-serif;color:#202020">The State of Louisiana has awarded a marsh creation project that will require a river closure.  At the start of the project, a pipeline will be laid across the channel to allow sediment to be pumped across the river.  A one-day (12 hour) closure of the channel will be required to allow for the safe submersion of the pipeline.  The submersion of the pipeline/closure will take place once  the river has crested and is below 10 feet.  The closure is scheduled for Tuesday, July 27th, from 0600 - 1800.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

<span-height:150%;font-family:"Arial",sans-serif;color:#202020">The NOBRA Pilots’ Board of Examiners is in the process of reviewing its Standards of Care relative to High Interest Vessels and over the coming months hope to revise this specific standard that will allow for a clearer determination for the application of the standard.  Presently, operationally, the Board of Examiners is NOT designating a vessel as a High Interest Vessel when the Captain of the Port Order is an Order requiring a Crew Control Security Plan (“CCSP”) in which the sole purpose of the CCSP is to prohibit vessel crew members from disembarking the vessel.  During this transitional process, the Standards of Care remain as drafted and do provide the Board of Examiners authority to designate a vessel as HIV.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

Lower Mississippi River Bridges Air-Draft Calculations: <span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

<span-height:150%;font-family:"Arial",sans-serif;color:#202020">The above clearances were calculated this morning using gauge readings provided by the Army Corps of Engineers. As a guide the pilots require at least an additional 3 feet of clearance for the Vessel's Air Draft.  The individual pilot assigned to the vessel will make the final determination of the vessel's allowable clearance.  Actual clearance should be verified when ordering pilot services.  <span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

<span-height:150%;font-family:"Arial",sans-serif;color:#202020">5. Upbound vessels: Check in with “New Orleans Traffic” no higher than the Algiers Canal Forebay, MM 88.0, AHP (SHIPS), Industrial Canal, MM 92.7, AHP (SHIPS and TOWS), and Crescent Towing Smith Fleet, MM 93.5, AHP (TOWS).<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
<span-height:150%;font-family:"Arial",sans-serif;color:#202020">6. In accordance with 33 CFR 160.111 (c), the COTP has determined that during periods of high water, unless moored to a shore side facility or mooring buoys, all deep draft vessels must have three means to hold position.  An example would be two fully operational anchors and the propulsion system. Should a vessel lose an anchor or suffer a propulsion casualty, and the vessel does not have redundant capabilities available, such as aft anchors or two main engines, then a third means of holding position could be via tug assist.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
7. It is recommended that tows exiting the Algiers and Inner Harbor Navigation Canal (IHNC) locks contact Vessel Traffic Service.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
8. All vessels, facilities, and vessel agents planning to warp a vessel should consult with the appropriate pilot association prior to warping.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
<span-height:150%;font-family:"Arial",sans-serif;color:#202020">9. All cargo transfers authorized in designated anchorages, as noted in 33 CFR 110.195, are required to submit a Notice of Midstream Transfer form for review 48-hours prior to commencing transfer operations within the Captain of the Port New Orleans (COTP) zone.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
<span-height:150%;font-family:"Arial",sans-serif;color:#202020">Midstream cargo transfers may be conducted at the designated anchorages within the New Orleans COTP zone as defined by 33 CFR 110.195(a), with exception of the General Anchorage (MM 90.1 – 90.9 AHP) and the Quarantine Anchorage (MM 90.9 – 91.6 AHP). This requirement does NOT affect:<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
a. Vessel to vessel transfers which take place at a Coast Guard regulated facility.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">
b. Bunkers or delivery of ships stores.<span-size:10.5pt;line-height:150%;font-family:"Arial",sans-serif;color:#202020">

Summary of Coronavirus Requirements/Restrictions:

 

Over the past several weeks, numerous notices have been sent to the membership

regarding the Coronavirus Pandemic. Below is a quick summary of requirements that

are currently in place due to the Coronavirus Pandemic. This is a very fluid situation and

requirements could be put in effect or change with very little advance notice. Please

continue to monitor your e-mail for updates.

 

Coast Guard:

MSIB 02-20: Added Brazil to the list of countries with travel restrictions.

MSIB 11-20: Provided information concerning Maritime Personnel being considered

Essential to the Economy and Well Being of the United States.

MSIB 09-20: Provided guidance on Port State Control (PSC) Exams and COC Exams.

MSIB 06-20: Vessel Reporting Requirements for Illness or Death:

Illness of a person onboard a vessel that may adversely affect the safety of a vessel or

port is a hazardous condition per 33 CFR 160.216and the owner, agent, master, operator,

or person in charge must immediately notify the nearest Coast Guard Captain of the Port

(COTP). It is critical to report persons who exhibit symptoms consistent with COVID-19

or other illness to the COTP. .Additionally, as required by42 CFR 71.21, the master of a

ship destined for a U.S. port shall report immediately to the quarantine station at or

nearest the port at which the ship will arrive, the occurrence, on board, of any death or

any ill person among passengers or crew (including those who have disembarked or

have been removed) during the 15-day period preceding the date of expected arrival or

during the period since departure from a U.S. port (whichever period of time is

shorter) .Guidance and forms to report deaths and illnesses to the CDC can be found at:

https://go.usa.gov/xdjmj. The CDC Houston Quarantine Station, which has jurisdiction

over the Mississippi River can be reached at (281) 230-3874 (24 Hours).

 

In addition to notifying Coast Guard and CDC, please also notify CBP, and all three pilot

associations as well as our office.

 

MSIB XX: Issue 035: Vessel Precautions:

Provided information to all vessels concerning precautions to be taken prior to arrival.

 

<span-family:"Arial",sans-serif">MSIB 02-21: In accordance with the President’s Executive Order 13998, all persons travelling on commercial vessels

<span-family:"Arial",sans-serif">are required to wear a mask.  The attached MSIB from the Coast Guard provides information on the order. 

<span-family:"Arial",sans-serif">We have confirmed with the local Coast Guard that all vessels on the Lower Mississippi River are subject to the order.

Pilot Associations: Please note if the below procedures are not followed, pilotage

services could be denied.

The Bar Pilots Dispatchers are asking the following one hour prior to pilot

boarding: Does any crew member have symptoms of Coronavirus including a fever of

100.4 degrees or greater, cough, trouble breathing or body aches. Additionally have you

complied with Captain of The Port, New Orleans, MSIB Volume XX issue:035, COVID-19

Vessel Precautions, Dated March 17, 2020?

 

In order to streamline the operational processes and provide periodic reinforcement of

the best practices advocated by the USCG in MSIB Volume XX issue:035, COVID-19

Vessel Precautions, Dated March 17, 2020, the following procedures will be followed

when ordering a pilot for shifting, berthing or sailing in all Pilot (BAR, CRPPA, NOBRA,

Federal) navigational jurisdictions:

 

Step 1. - Vessel agent shall contact ship’s Master to confirm the following:

1.) No crew member has symptoms of Coronavirus including:

a fever of 100.4 degrees or greater,

cough

trouble breathing; or

body aches; and

 

2.) The vessel has received, read, and will comply with Captain of The

Port, New Orleans, MSIB Volume XX issue:035, COVID-19 Vessel

Precautions, Dated March 17, 2020.

 

Step 2. – Agent copies (cc) the pilot dispatch on an email from the Agent to the

Master confirming Master’s representation that:

 

1.) No crew member has symptoms of Coronavirus including:

a fever of 100.4 degrees or greater,

cough,

trouble breathing, or

body aches; and

 

2.) The vessel has received, read, and will comply with Captain of The

Port, New Orleans, MSIB Volume XX issue:035, COVID-19 Vessel

Precautions, Dated March 17, 20202.)

 

Step 3. - Vessel agent contacts Pilot dispatch and orders a pilot and informs the pilot

dispatcher of the Master’s responses to Step 1 items 1). & 2).

NOBRA is requesting that agents and facilities reduce the detention time to a bare

minimum. This will cut the time a pilot is onboard and in contact with crew members.

This reduction in onboard time will lessen the chance of exposure to themselves and

others. It will also help Nobra supply industry with a rested pilot in a timely manner.

Nobra’s resources are stretched thin because of high river levels. During this emergency,

it makes no sense for pilots to be sitting at a dock for multiple hours. It is just a waste of

manpower.

 

We are asking for everyone’s cooperation. If this cannot be done voluntarily, we will

have to consider reducing the mandatory detention time

 

***ATTENTION***: THE BELOW IS A QUOTE FROM THE CDC.GOV WEBSITE:

The Centers for Disease Control and Prevention is expanding the requirement for a negative COVID-19 test to all air passengers entering the United States.  Testing before and after travel is a critical layer to slow the introduction and spread of COVID-19. This strategy is consistent with the current phase of the pandemic and more efficiently protects the health of Americans.

Variants of the SARS-CoV-2 virus continue to emerge in countries around the world, and there is evidence of increased transmissibility of some of these variants.  With the US already in surge status, the testing requirement for air passengers will help slow the spread of the virus as we work to vaccinate the American public.

Before departure to the United States, a required test, combined with the CDC recommendations to get tested again 3-5 days after arrival and stay home for 7 days post-travel, will help slow the spread of COVID-19 within US communities from travel-related infections. Pre-departure testing with results known and acted upon before travel begins will help identify infected travelers before they board airplanes.

Air passengers are required to get a viral test (a test for current infection) within the 3 days before their flight to the U.S. departs, and provide written documentation of their laboratory test result (paper or electronic copy) to the airline or provide documentation of having recovered from COVID-19. Airlines must confirm the negative test result for all passengers or documentation of recovery before they board. If a passenger does not provide documentation of a negative test or recovery, or chooses not to take a test, the airline must deny boarding to the passenger.

“Testing does not eliminate all risk,” says CDC Director Robert R. Redfield, MD, “but when combined with a period of staying at home and everyday precautions like wearing masks and social distancing, it can make travel safer, healthier, and more responsible by reducing spread on planes, in airports, and at destinations.”

This order was signed by the CDC Director Rochelle Walensky  MD, MPH on January 12, 2021 and will become effective on January 26, 2021.
